WHEREAS the City of San Luis Obispo’s adoption of proposed amendments would lead to the elimination of  the use of natural gas for heating in both new residential and non-residential commercial buildings;

WHEREAS the proposed amendments would also apply to new apartment buildings and hotels and motels;

WHEREAS these amendments are not required by state law, and have not been evaluated in terms of its cost impact on already-impacted new housing construction or on remodeled construction; 

WHEREAS projects that choose to incorporate natural gas will be required to meet a higher performance standard and will be required to pre-wire for future all electric;

WHEREAS natural gas will still be allowed for current and new projects throughout the city, the projects with natural gas will be required to pay a carbon-offset fee in proportion to how much gas will be used;

WHEREAS a mandatory conversion of new city housing to all-electric will impose a disproportionate financial impact upon the working poor, the elderly and those on fixed incomes as all-electric homes are more expensive to operate than those heated and cooled by natural gas as a power source;

WHEREAS it is very likely this will increase the cost of housing which the city acknowledges and become unaffordable to many families;

WHEREAS neither the intended results nor the energy consumption impacts of the proposals have been

evaluated;

WHEREAS the proposals appear to be another attempt by the City of San Luis Obispo to promote its extreme environmental credentials at the expense of residents and taxpayers; therefore, be it

RESOLVED, that the Republican Party of San Luis Obispo County opposes the City of San Luis Obispo’s adoption of proposed amendments that would lead to the elimination of the use of natural gas, and urges the City Council to take no action on them.
